ROB RUN Power Pyramid: All Five Ranks Explained
The five ROB RUN power tiers: Hobo, Settlement Resident, Settlement Owner, District Owner and Shadow Governor, and how each rank earns and costs.
Quick answer. ROB RUN's Power Pyramid has five tiers: Hobo, Settlement Resident, Settlement Owner, District Owner and Shadow Governor. Each tier takes a cut from the one below, and each step up requires more capital, more property and more political control. Exact tax percentages are not published.
- Hobo: no cash, no property.
- Settlement Resident: rents a plot and a base.
- Settlement Owner: buys a settlement and collects from tenants.
- District Owner: controls a district through a clan.
- Shadow Governor: the top tier, with the best tax and laundering position.

Every rank above you takes a cut. Factor that into the price before you rent or sell.
The five tiers
| Tier | What you control | How you earn | Main cost |
|---|---|---|---|
| Hobo | Nothing | Robberies, cargo, police work | No respawn base, no storage |
| Settlement Resident | A rented plot | Your own runs, production, storage | Rent and settlement taxes |
| Settlement Owner | A settlement with plots | A cut of tenants' spending and laundering | Purchase price, defence, upkeep |
| District Owner | A district through a clan | A cut of settlement taxes | Clan politics, territory defence |
| Shadow Governor | The top of the chain | The best cut and laundering terms | Constant challenge from below |
The names are official. The percentages are not. Kefir has described the structure but has not published a table of rates.
Tier 1: Hobo
Everyone starts here. You have no cash, no property and a bed at Lenny's Motel. The intro quests point you toward Lenny, and the first meaningful choice is which income route to learn.
Hobos are not powerless. A hobo with a gun and a scout route can rob a store and sell the cargo. What a hobo lacks is a respawn point and storage, which means every death costs a full reset.
The fastest way out is the beginner route→: one robbery, one fence sale, one bank deposit, one rented plot.
Tier 2: Settlement Resident
A resident rents a plot in a settlement that has an owner. That gives you:
- A base and an extra respawn point.
- Storage for a spare kit.
- Access to production facilities.
- A reason to care who owns the settlement.
The cost is rent plus whatever cut the settlement owner takes from transactions. That cut is the first time you feel the pyramid: your income is someone else's tax base.
Residents are the largest tier. Most players will spend most of a cycle here, and that is fine. A well-run resident base can fund a serious kit.
Tier 3: Settlement Owner
A settlement owner buys a settlement with rentable plots and collects a cut from tenants' spending and laundering. The catch is that the owner must collect in person, which makes ownership a job rather than a passive dividend.
The requirements are steep:
- Capital to buy the settlement.
- Enough tenants to generate a meaningful cut.
- Defences, because an owned settlement is a target.
- Political cover, because a district owner can make ownership uncomfortable.
This is the first tier where income scales without you carrying a bag. It is also the first tier where losing a fight costs more than a kit.
Tier 4: District Owner
District owners control a district through a clan. They take a cut of the settlement taxes beneath them and influence what happens in the district.
This tier is clan content. A solo player can own a settlement; controlling a district requires enough people to defend it, collect from it and hold it through a challenge.
District level also matters here. Higher-level districts gate better services and require special documents, which makes them more valuable and more contested.
Tier 5: Shadow Governor
The Shadow Governor sits at the top of the pyramid, with the best cut and laundering position. It is the end state of a cycle: the player or clan that controls the most territory and collects from the most tiers.
It is also the most contested position in the game. Everyone below has a reason to take it, and the weekly wipe gives them a fresh start.
How the money flows
The pyramid is a tax chain, not a ranking ladder:
- Residents pay rent and transaction cuts to the settlement owner.
- Settlement owners pay a cut to the district owner.
- District owners pay a cut to the Shadow Governor.
- Each tier keeps the difference.
That is why owning a settlement with no tenants is a liability. You pay the district cut whether or not anyone pays you.
The money guide→ covers the income routes that feed the bottom of the pyramid.
How to climb
| From | To | What you need |
|---|---|---|
| Hobo | Resident | Rent money, a settlement with an owner, a vacant plot |
| Resident | Settlement Owner | Capital, a settlement for sale, defences |
| Settlement Owner | District Owner | A clan, territory control, political support |
| District Owner | Shadow Governor | The largest tax base and the ability to hold it |
Do not skip the resident stage. A player who buys a settlement before learning the fence routes is a player who cannot defend the income.
The wipe and the pyramid
The Federal Raid clears plots, bases, weapons and cash every seven days. That resets the asset base of every tier, which is the point: the pyramid is a weekly race, not a permanent hierarchy.
What carries over is knowledge, clan relationships, cosmetics, name, tutorial progress and accumulated jail time. That is why established groups rebuild faster than new ones.
FAQ
What are the five ROB RUN power tiers?
Hobo, Settlement Resident, Settlement Owner, District Owner and Shadow Governor. Each tier takes a cut from the one below.
How do I become a Settlement Resident?
Rent a vacant plot in a settlement that has an owner. Pay at the sign next to the plot; level 2 and 3 districts require special documents from the Black Market.
How does a Settlement Owner make money?
From a cut of tenants' spending and laundering. The owner must collect in person, and the exact percentage is not published.
Can a solo player reach the top?
A solo player can own a settlement. Controlling a district or becoming Shadow Governor requires a clan and a territory plan.
